That began on LMPD when RCW was brought in to quiet down the anti-police protests by reigning in the police. That is the primary reason he was hired in both Louisville and Denver. The Chief doesn't want to anger the west end ministers anymore than he already did by not being the right color. They were all visibly angry over their favorite candidate being passed over for him. He is on thin ice with the west end so they kept RCW's old people around to keep them all quiet.

Even the newest of officers can see right through the CompStat B.S. What used to take about 10 years to become jaded toward the upper echelon commanders, now takes only about 6 months with the new officers. It's even difficult for the sergeants to keep a straight face without rolling their eyes, while trying to give verbal counseling regarding officers' "stats". Maybe we're all being fooled... perhaps it's just a ruse to create more solidarity between former JCP and LPD officers, since neither former department had anything as ridiculous as CompStat. Policing used to be fun, now it's about just trying to make the numbers by racking up as many minor violation citations as possible.
