The only way for local officers to extend jurisdiction into other counties is official mutual aid, an interlocal agreement or hot pursuit, that is it. In some states, local officers have statewide jurisdiction, but not in Kentucky. They are arguing that they have it under an interlocal agreement with Jefferson, which may exist, I don't know, but I don't think it was intended that they can work off-duty in Jefferson.
