Even if they have jurisdiction, I still have concerns about the insurance, liability, and officer safety side of things (lack of radio communications with nearby backup) since this is obviously not an on-duty activity. Officers working off-duty are sworn, but they're not acting under the supervision or on behalf of their department when working off duty, so their department could decide to let them twist in the wind rather than defend their actions in a lawsuit. That's not to say they're incapable, but there are some other things that hopefully someone has already through through and planned for. It's just a shame departments pay so little that officers feel they have to work private security side jobs.

Sheesh, have you EVER read the law? NO THEY DO NOT. The only way for local officers to extend jurisdiction into other counties is official mutual aid, an interlocal agreement or hot pursuit, that is it. In some states, local officers have statewide jurisdiction, but not in Kentucky. They are arguing that they have it under an interlocal agreement with Jefferson, which may exist, I don't know, but I don't think it was intended that they can work off-duty in Jefferson. (For that matter, Oldham County PD also has an interlocal, I understand, but best I can tell, not the Oldham Sheriff. I think Prospect as an individual department does as well.) Do you guys in LMPD even learn arrest law? READ IT, it is right there in black and white.
