Indianapolis police shootings highlight balance between safety, cost

Traffic does enforcement and investigations, so it's more than any other thing in the PD I can think of. I am not in traffic, nor have I ever been in traffic, so don't same I'm being biased.

They're not homicide detectives yet they do their work and much more. Who maps their scenes, takes their photos? How often do they call out a photographer to take pics of their scenes? How often does homicide call out a photographer.
