Can’t have them? Sure you can. You just take some time on a nice Sunday afternoon, grab a sandwich and a cold beer, pull your vehicle up in the driveway close to the garage so you can hear the music from the 1980’s radio you have in there, and install the lights. It’s really not that hard.

It would depend on whether their department policies say personal vehicles can be considered police vehicles. They could be if they are used for official business or while performing department-approved off-duty. There's nothing in KRS 189.920 forbidding that from happening.

Some people are confusing KRS with SOP.

Actually, sheriff's deputies can, but police officers cannot, just read the statute. (Dates from back when it was pretty common for a deputy sheriff to be driving a personal car.)
