Indianapolis police shootings highlight balance between safety, cost

No, they went away because of the "intense law enforcement pressure" and "proactive pursuit of gang-related crime". Did somebody just decide to pull this out of their rear end? LMPD doesn't even admit there is a gang problem.

"Street gang activity in Kentucky, particularly in Louisville, Lexington, Fort Knox-Radcliff, and Bowling Green, has decreased significantly since 1996 primarily because of intense law enforcement pressure. Law enforcement agencies across the state have become proactive in pursuing gang-related crime to force gang members underground or out of their jurisdictions."
