Indianapolis police shootings highlight balance between safety, cost

57 Lieutenants? That's still to many. I'm still trying to figure out why FIVE lieutenants are in special operations doing nothing but planning the routes for special events. Each making over 80K a year, that's a lot of money to sit at a desk and figure out routes for street closures.
