Interesting...I have always traced the beginning of the decline of morale back to the handling of the shooting of Newby. It just seems like after the firing of McKenzie Mattingly, officers began to have a distrust of the Chief's office. The Chief's office then failed to repair the growing damage until the roots became full bloom. By the time RCW was asking new sergeants how to fix LMPD morale, he didn't realize how bad the disease had gotten. It didn't matter to him tho...he was on the next flight out to Denver.
