You are dead wrong ! Cincinnati laid off an entire recruit class the day they graduated, plus several more sometime in the early 90's. Some came to Jefferson County PD. Indianapolis laid off over 100 during the same time period and the officers responded by parking their cars in front of city hall consequently loosing their takehome cars for many years!
