It hasn't been quite that benign. Officers have been caught forging warrants, making false arrests, beating up unarmed citizens while off-duty, stealing from people under arrest, shooting people while drunk, killing people while speeding, and some other things beyond a simple DUI. Louisville has been lucky enough to not have cases like a ring of dirty cops working for organized crime as in other places though.
