Metro councilman to fund overtime after Hikes Point shooting

I have never quite understood the whole point about the chief serving at the pleasure of the mayor. I have heard it my entire career but if you really think about it, does the mayor really have a pulse on what goes on with the daily operations of the pd? Does the mayor really care who is getting promoted on the pd or what discipline is handed out? Maybe I'm naive but I just cannot see the mayor being so connected to the police operations. Therefore, there is no need for the chief to being a "puppet".
