Louisville must have plenty of cash to be paying millions of dollars for training that the state would gladly pay for. The state would not only pay for all of the instructors, facilities and equipment for the academy, but also for in-service. They would also pay for all of the "expert lawyers" who teach the law classes. If someone is taught something results in a lawsuit, the state takes the responsibility for defending the training with expert witnesses and not the city.
Louisville could always give a few weeks of Louisville-specific training once they finish the state academy, but you wouldn't need nearly as many full-time training staff to do that. There is nothing better about the LMPD academy than others, but people like to think they're elite. There is no such thing as an elite basic law enforcement academy. Everyone comes out green. The best you can hope for is they're not also overconfident, aka "Tomb stone courage"
