That is Louisville for ya. It is asked alot.

No proof, but kit has been said the administration doesn't want recruits they cannot manipulate to police the way they want. Laterals from other agencies police according to the law, not hte way the admin wants.

I'd be a bit worried about KSP laterals, though, since they get about 1/3 of the law training that other recruits get. (About 40 hours compared to about 120 hours.)
