Actually we do shoot to stop the threat. Many times the suspect does not die. If we were shooting to kill we would just walk up and execute the suspect after the threat was over. Police involved shooting statistics easily prove that this is not the case. Obviously we are using deadly force and death could very well be the outcome. Unfortunately it is not a lot of the time.
