Failed to realize ??? I have been a cop for 23 years so i am pretty sure i have seen every type of unit created and then dismantled so don't talk down to me ,like you have all the answers

There are gang units and street crimes units all over the country in cities very similar to Louisville. Metro was screwed up for about a decade by a Chief and a Mayor who thought those kinds of units weren't worth the minority protest problems they led to. You can't have an effective department that is trying to kiss the rear end of a community who dislikes aggressive enforcement more than violent crime. 10 years later nobody in charge knows much about how to track gangs, repeat offenders, or other serious criminals. Everyone knows plenty about traffic enforcement and details though. If the Mayor wants to get serious about taking on crime, he'll replace most of the command with people from the outside having some idea about how to tackle the problems. Until then, expect the crime wave to get even worse. It's not just happening in Louisville.
