One detective unit isn't going to be able to do the job of multiple divisions. They can follow-up on things requiring plainclothes officers, but getting to know the career criminals on the streets is a basic patrol officer duty. Responding to runs is just putting out fires. The department needs to overhaul a lot of things to fix the problems and not just slap on band-aids on TV.
