That and the east end has an overall better grip on manners, civility, and respect for other people. They themselves may not be "better people" but they know how to deal with and avoid problems/differences and respect each other without all the attitude, yelling/cussing, and violence.

Notice I'm not commenting on race, there are white folks in the west end and black folks in the east end. There is a basic difference in culture in the west end that is all about "me", look at "me", look what "I" have, and screw "you". There is a high percentage there of parents who don't care about their kids, kids who don't care about their parents, kids who don't care about each other, etc. It leads to a culture where you take what you want and expect to be given everything else whether it be money, material possessions, or someone's life.
