Not sure I agree with that. Sounds very similar to the cite and release routine we've been doing. Why take them to the division and cite and release them. Adding a step to an already BS process is dumb to say the least. "Hey I realize I just witnessed you stealing items out of three cars on this road, but here's your citation, please don't steal anything else during your walk home". DUMB!

The majority of people that go to jail are not a physical threat to anyone. I would assume a large amount are 10-85. With another considerable amount being high or drunk and basically being DC.

Having one booking van (or two) 24/7 probably wouldn't considerably increase arrests made by officers, because all it takes is one or two BW lockups in the county to tie the vans up for over an hour. When officers call for a van on a couple different occasions and find out they're unavailable, they'll eventually stop calling for them. In fact, most officers that arrest people (regardless if there is someone to pick up their prisoner or not) don't even attempt to call the van, because it's just as time consuming to wait for it as it is to transport themselves.
