Yes they do! People misjudge distance and speed all the time and pull out in front of you. Had he been going the speed limit he could have slowed easily. It's kind of a joke tho to think he can still pull someone else over for speeding. I would say, "i didnt know the speed limit just like you didnt!"

Except all the people talking on their cell phone and people who are too old, young, angry, impulsive, or stupid to drive well most of the time, which is about 90% of the people on the road. The guy going 40 over is usually going to get stuck with the manslaughter charges for a fatality though.
