Your math is bad. He was hired in 2006. 2013-2006 does not equal 8, bud. And even if it did, 8 does not equal "plenty of time", especially when 90% of this has not been spent actually working a beat.

And yes, ever since "a couple years on" he has been shady, i.e. LYING to take the sergeant's exam. The end.
