Yep, I agree that is same way we did it in the Army years ago when they called it MOUT training.

The difference being soldiers doing it in combat zones get more real world experience with active shooters in a month than even a SWAT officer gets in a career. The military also has much better equipment. Running some patrol officers through a few practice runs inside a building for annual in-service training wouldn't have prepared the department for what happened in Boston or Los Angeles.
