They can ask, but since they are hired to enforce the law, they can't be required to train them. Officers aren't trained to get bats out of attics, but most officers in the state have gone on, and succeeded at, a "critter run."

They don't need an SOP because they have no more powers to use use force than any other citizen does. They can protect themselves, but only to the extent that Grandma and Uncle Joe working in the auto parts shop can. An officer can use force in many more situations to enforce the law. Police have no monopoly on the kind of common sense expected by the law of regular citizens defending themselves or others.
Remember that practically any 22 year old infantry vet has a far more training and experience in the use of lethal force than any non-SWAT trained officer who's never been in the military. They could just as easily criticize the average officer's lack of training for handling Dorner and Tsarnaev-like maniacs with high power rifles. Elitism is only justified if you're actually elite, although you would still come off as a pr*ck.
