Not really, no, it didn't. From the point of view of the officers on the street, maybe, but they lacked the ability to readily communicate with other agencies, EMS, etc. To a caller calling in, who first "landed" in what was essentially a closet in city hall, then to be transferred to the PD - which then, if necessary, had to transfer it AGAIN to EMS if their service was needed, the delays and lost calls were horrific. The system was failing fast because of changes across federal law with respect to the allocation of the radio spectrum, and that was only accelerated when more and more devices were developed that required spectrum. As such, the FCC had to start splitting up the spectrum and encouraging more efficient use of what was available. That required agencies to pull together and create better, more interoperable communications across the board. Metrosafe isn't perfect, but much of what had to be done was outside the ability of Metro Louisville to control. Personally, I LIKE knowing that I can talk directly to Fire and EMS, and even JCPS, if need be. In fact, if I have to go to a response out of county, I can make use of the interoperable channels and talk to those folks too!
