The Chief is not, nor can he possibly be responsible for the actions of 1200 people. He may be responsible if he condones the bad or criminal behavior but he is not doing that. His responsibility lies with how he responds to the behavior and what he does to prevent similar behavior in the future. The violators seem to be resigning in lieu of being fired....by the Chief.
