That is a wonderful premise and may work in some far off fantasy utopia but here in the real world, good intentions aren't gonna pay your punitive damages.

Being a police officer is a profession not a just a job. If police officers want the public to view them at the same elevated status as they hold themselves they must show that professionalism. Anyone can be a bully and threaten people with fear. This is the theory behind requiring college degrees and having standards and policies. If you choose not to follow those then how can the public determine who are the criminals and who are the good guys?
