That suggests that anyone with a college degree did that - personally, I worked FULL-TIME and went to college FULL-TIME and still finished a degree in 4 years. And ... got a graduate degree while also working full-time. There are plenty of college graduates who have lived real life. The problem is LMPD doesn't really want - and certainly doesn't value - people with life experience at all, since those people might actually question the status quo.
