Ummm, No. Your wrong. Some of us were there when the rules changed. The move to require a degree was to cull out some of the applicants. See back in the day, we (the City) would have 2000-2500 applications for each class. The thought was that, generally speaking, degreed applicants would go farther in the process. There were always exceptions, but it was a fair way to exclude a bulk of applicants.
Secondly, I guess you won't be using the Chief's new suggestion line? Seems like the department is actively seeking ideas from within. If you weren't such a pinhead, you'd share your wisdom there, not here.

Sorry, no, there is absolutely nothing in the accreditation requirements that says anything about having to hire college folks.
