I think it is safe to say there is a difference in them running code 3 by protocol -- and code 3 after being advised "step it up, there is so much blood, carnage and mayhem!"

You are wrong when you say that they drive different when you ask them to step it up. Remember, they are on GPS. If they wreck that is the first thing that gets pulled and they know it. Many of them have been disciplined for driving over the speed limit just from random checks that have been done on their GPS. Dispatch does not even rely your pointless message. On top of that, we have so many officers that treat them like a rolling band-aid station that we are not even taken seriously anymore by them.
