Louisville officer who slapped and poked handcuffed suspect guilty of misconduct, fined $2

The military has or is in the process of putting him out after 30 years. He was messed bad from an Afghanistan COB suicide vest attack and limited what he can do as a Soldier. Sad for him and his family, but has a very strong support group.
