ummmmm I work with people who sit in parking lots, I drive around the entire city and see two cars in a parking lot and ride by an hour or 2 later and see the same two cars and officers in the same paeking lot.....mid watch 5th div officer sit at starbucks allllllllllllllllll night and make their runs from there. I know hiding spots in all the divisions also..... IT HAPPENS EVERYDAY OF EVERY SHIFT
