Most of the homicides used to be between people who knew each other. Now it's between strangers which is usually considered a sign of increased organized criminal activity, whether or not the city and others want to admit it exists. It's harder to clear murders by strangers. Don't blame the homicide unit because they're just at the tail end of the process.
