Since it is mandatory for any LEO to get certified in the state, that has become more common.
Years ago, (not long ago actually) in most parts of the state, Troopers were the only trained law enforcement there were. Sheriffs and their deputies were not required to go to Richmond.
I am guessing the higher command with KSP are used to how things were, and for most people change tends to be an adjustment.
Things evolve, we just have to adjust.

A condescending attitude towards smaller departments and the false belief that your agency has to tell others what to do isn't unique to KSP. If the prosecutor is somehow implicated in the case, then the Kentucky Attorney General should be taking over and appointing a special prosecutor.
