The command was NOT "fairly evenly divided". You had the following:
Chief White=neutral
Colonel Winstead=County
Maj. Emington=County
Troy Riggs=County
Phil Turner=City
County police treated city folk like rogues and hated us. They thought they were better than city. Funny because every county officer I worked with was clueless in dealing with real problem solving situations. It was much worse than I expected to the point of unsafe.

No, memory is not off. The city wanted equal pay, not merger. The county moved so fast to endorse Abramson it was scary, but then I guess they seen the writing on the wall. The city did not want him around in any way at all, we knew how crooked he was. The county may not have wanted it but their command staff sure embraced it. In NO WAY was the command evenly divided, like I said, all the important command positions were filled by county C.O.s, including the divisions. The little fish ate the big fish in this pond.Politics pure and simple.
