Louisville Mayor Greg Fischer adds city position to confront violent crime

Is that because LMPD can't chase people or because LMPD can not lock up the largest majority due to the revised HB? It seems to follow that if nothing is accomplished to add to public safety it doesn't belong under public safety anyway. LMPD should fall under tourism or community relations with all of the details.
