Doesn't matter.
If you flip on the lights, or just show up and the guy takes off and kills someone...the media and 'witnesses' will all say it was a pursuit.
And the police will be blamed.
It doesn't matter that the actions weren't the result of a pursuit - as in today's story's reckless inclusion of Kenneile Finch's killing of the two little girls on Floyd Street. (note to the C-J's Mark Vanderhoff- if you had bothered to look it up, you would have found that Finch never gave the officer the chance to get close, or the girls a chance to live.)
In the eyes of the media and their intended audience, it will be the fault of the police.
