There should be a full-time multi-jurisdictional SWAT team covering Louisville and neighboring counties with officers from LMPD, the small cities, Sheriffs, and federal agencies. SWAT-trained officers could rotate on and off of it to stay more proficient. Some could remain part-time to relieve the full-time team.
