There should be a full-time multi-jurisdictional SWAT team covering Louisville and neighboring counties with officers from LMPD, the small cities, Sheriffs, and federal agencies. SWAT-trained officers could rotate on and off of it to stay more proficient. Some could remain part-time to relieve the full-time team.

The costs of keeping a more proficient and better trained full-time team are much less than wrongful death and civil rights lawsuits. Detectives shouldn't be rushing into a house where they know an armed subject is waiting for them. That's what SWAT is for.

I see your reasoning...but given the physical size of our jurisdiction versus the authorized strength of the department, a full time SWAT team isn't really warranted. I'd say the response time of SWAT in our current procedure is more than adequate.

Besides, if there were a full time team, all you'd hear is bit*hing from everyone about how the street platoons were "robbed" to staff the full time SWAT team.

I think the issue at hand is not whether SWAT was available to serve the warrant in question, but whether they were requested.

Even with a full time SWAT team, had the risk matrix not dictated a SWAT response to serve the warrant, would it have made any difference that SWAT was full time? I think not.
