Sending the HG would be a great addition onto anything else LMPD could provide for a small agency that lost a brother. I am unsure who's call it is to send HG and/or other personnel. And it shouldn't matter if there's SD time involved or not. Do what was done for you (years ago with Pete).

Offering would be great, but there are other honor guards, also - the SO has one, for example, as does KSP. But yes, the offer should be made, but even if not needed, nothing prevents officers from going except the lack of desire to go. I don't expect everyone to go, but it would be nice to have a decent showing, especially given that it isn't that far. Farthest I've gone is Olive Hill and Somerset, for funerals.
