No officer should take a cell call while providing back up. However, no one (including the original poster) said the backup officer was “spending hours on the phone for personal calls each day”.
Also, none of the policies that are quoted PROHIBIT cell phone use by on duty officers. You can discourage and encourage all you want, but no policy was broken. If you have an issue then tell your beat partner or the officer in your division that is backing you up while taking cell calls to get squared away. If he/she refuses to do such, then punch him/her in the mouth and tell them again. If you don’t want to do this, then shut the f**k up and come back when you grow some balls.
Policy won’t save you. Squared away partners will.
