Yes. Coincidence. As in it is coincidence that homicide has lost a lot of experience in its ranks and viper hasn't effected the homicide rates. Just coincidence. Like how when Robert White left the morale jumped, coincidentally. And how it has started to drop as the current chief keeps reminding people that White is his mentor. Just coincidence.

There are too few officers to be making arrests for misdemeanors and DUI's. Cite everybody unless the law requires an arrest, advise warrants, or just let them walk. If the city wants more people to go to jail, they'll hire more officers.
