Not defending the chief, but the lack of a contract comes right back to the CITY, not the Chief. The PD doesn't negotiate the contract, HR does, because they have to watch what they promise one group due to reciprocity clauses.

10/11/2012 2000 Gun Seizure

On today’s date, VIPER unit received information that a convicted felon was in possession of a large amount of guns and attempting to sell them. Detectives located the vehicle used and sat on it until the suspect got back in it. At approximately 2000 hours, the VIPER unit seized 13 rifles, shotguns and handguns. ALL guns are stolen through NCIC. The suspect is a 6 time convicted violent felon and currently has 15 years on the shelf.

Why was this guy on the street? Judges?....Bueller?....Bueller?...

If the city isn't negotiating in good faith, then why not file an unfair labor practice charge? Surely the Mayor's office would not want all his labor union allies thinking he's just another union buster.
