What does Sims have to do with any of this? Sims didn't make any administrative decision on this situation. Sims has always been a reasonable voice to me if you're interested in not getting sued in the course of your duties.

KSP called LMPD to complain about Morgan because KSP knew LMPD culture would "put Morgan in check". There was absolutely no reason for KSP to contact LMPD with such unfounded 'complaint'. Once again, LMPD has been tricked again into a mess.

The Whistleblower Act isn't going to apply because he didn't properly invoke it. Read the statute KRS 61.101-103.
