Maybe not in the traditional sense of the word "promotion", but according to the policy cited by the earlier post, it IS in the chain of command between "Officer" and "Sergeant".
That being said: if there were one "detective" and numererous "officers" at some kind of critical incident scene, the "detective" would be in command of the scene until relieved by higher authority.
I'm not being a smarta**, but if that isn't the case, can someone explain why/why not?
