It IS considered a promotion in a sense. Maybe not a civil service promotion, but it is recognized as a promotion from patrol officer. Promotion does not always mean a raise in pay grade. There are other incentives to being a detective that qualify the position as a promotion. That's why whenever a detective gets into trouble, the department moves swiftly to send them back to patrol. It is a known fact and to deny it is to lie.
