Did you not read the previous posts? The officers you mention were not allowed to leave instead of being INDICTED; they were allowed to leave without being CHARGED. Once a case goes to the Grand Jury you either get indicted or the GJ finds no true bill. The GJ doesn’t have a choice to allow an officer to resign in lieu of indicting the officer.

Two things I want to say then I'm done with this. You must not confuse what you read on the Personnel Action Report with some court deal. An officer may resign in the middle of a PSU investigation, but that does not mean there was a deal struck. How about "I'll resign now because I want to save myself the stress and my pension before I'm terminated."
Secondly, you say I don't have to like it. Actually, I don't have a stake it in either way. I'm just really big on FACTS. Have a nice day.
