I asked about that before and here is the answer I got:
The police department is to set the example for the citizenry. Although it is legal, it is not in the interest of the police department to have civilians walking around carrying their weapons in the open. Therefore, as long as you are in civilian clothes, you will carry your gun in the same manner the police department hopes civilians would carry theirs. Basically, the practice of discouraging civilians from carrying guns in the open begins with LMPD policy.

Thanks, Jason Lainhart. A Sergeant? Really! You got suckered in on pride. You should have known better. Yet another lawsuit and more training coming from Dennis Sims. Ufffffffffff!!!!
