Because the Second Amendment is not an issue in Kentucky - Kentucky provides MORE protection than the Second Amendment. Ergo - I do not care what it says, I am in Kentucky, I CARE about what Section 1 of the Kentucky Constitution says. In most other ways, the Kentucky Constitution mirrors the equivalent provision in the Bill of Rights, and they are interpreted the same. BUT NOT THIS ONE - hence, I do not worry about the Second Amendment, it simply isn't the law to be concerned with in Kentucky.
