Agreed. The presentation of this article makes it appear that the officer initiated this incident. If an employee made a comment to the suspect about concealing the weapon or leaving and he disobeyed the employee, fine, the officer is justified. But for the officer to simply observe the suspect and then take an initiative seems like an obvious over-step.
