Then the law needs to be amended to reflect the "times are changing". What makes you think the person carrying the weapon could even be a psycho to begin with? You probably carry a gun as a sworn officer. Should we assume the same about you?

Um..What?

Are you kidding? How do the police determine that a man is or is not psychotic even if he is NOT wearing a gun visibly? Should we have mandatory checkpoints all over the city that subject EVERYONE to testing or showing papers to certify they are not mentally defunct by a certified individual?

The case law for OPEN CARRY has been validated by the Commonwealth and the Supreme Court for 100 years or more. Openly carrying a firearm, in a State which requires no permit to do so, CANNOT BE, in an of itself, Reasonable Suspicion for a stop. There has to be more.

The mere presence of a gun is not indicative of someone who MIGHT commit a crime in the future any more than someone who is not openly carrying a gun. You cannot prosecute 'pre-crime' and it is NOT the responsibility of law enforcement to guarantee the well being and safety of the citizenry. As soon as that sinks in, read it again and really begin to understand: law Enforcement goes to work during or after a crime in most situations, so they are looking for your killer and drawing a chalk line around your body because you did not adequately see to your own safety.

To say that this man, because he was carrying a gun, "might dislike his fries and start shooting up the place" is about the most lame, uneducated, thick-headed thing I have heard recently.
