We cannot disarm or arrest someone for carrying open and declare it disorderly conduct. This has been argued before.
The only charge that could possibly be appropriate, and this is a maybe, depending on the circumstances, would be if the property owner/manager asks that person to leave and they refuse. (CT)
The Concealed Carry laws do not apply to open carry.
The officer, in my opinion, was wrong.
